The State of AI - 2026-11-06
Election-driven resistance to data centers, execution delays in the compute supply chain, and rapidly scaling AI-enabled cyber operations are making deployment governance a core business constraint.

Executive summary
The edition’s central signal is that AI expansion is no longer governed only by access to chips and capital. Communities, state politics, grid and water constraints, financing discipline, and the ability to inspect or exit a vendor stack are becoming direct determinants of capacity and cost. At the same time, agentic systems are lowering the time and expertise needed for offensive cyber activity, increasing the value of identity hygiene, containment, and verifiable controls. Executives should treat infrastructure commitments, model-provider dependence, and agent permissions as linked strategic risks rather than separate IT decisions.
Data-center consent has become a capacity constraint
US midterm results have put data-center development under sharper political and local scrutiny. Multiple reports describe successful ballot restrictions and incoming governors who have campaigned on pauses or tighter conditions for projects. Meta’s president said construction will become harder and pointed to models in which operators cover their power costs, support local labor, and direct public benefits locally. OpenAI has separately said it will stop using broad NDAs with public officials, pay for electricity and serving infrastructure, and attach community commitments to future compute campuses it owns and operates.
The operating question is moving from “can capacity be financed?” to “can it be permitted and retained with community consent?” The reports do not establish a nationwide halt: one analysis expects primarily subnational friction rather than a broad national moratorium. But they do indicate that project schedules, grid interconnection, water disclosure, local benefits, and power-cost allocation now need to be treated as critical-path assumptions. Commitments are also not interchangeable with legal obligations; they are vendor choices unless established by applicable law or permits.
Compute build-outs face execution and financing tests, not just demand tests
Iren attributed a delay in bringing targeted operating annual recurring revenue online to a Microsoft-requested network reconfiguration and supplier timing, despite reporting that its Horizon facilities were largely built or energized. The company also acknowledged that capital markets have become more selective about whether data-center contracts can be delivered, financed, and operated profitably. Separately, Caterpillar reported strong data-center-driven demand for power generation equipment and plans to expand large-engine and turbine production. These accounts point to a chain of dependencies across network design, GPUs, equipment delivery, power generation, financing, and commissioning.
The strategic exposure is not only the price of compute but the dependency stack behind it. A signed customer contract or a secured site does not by itself produce usable AI capacity. Buyers should distinguish contracted capacity, powered shell, commissioned cluster, and available production capacity in internal planning. The market selloff described in the edition reflects that distinction: investors are reassessing capital intensity, debt, and the timing of returns as infrastructure expansion encounters political and supply-side friction.
Agentic cyber operations compress the path from exposure to compromise
Microsoft reports observing attackers use an agentic offensive framework to search public code repositories for secrets, analyze results, and conduct follow-on attacks. In one observed case, an agent moved from searching GitHub to exfiltrating data from Azure Key Vault in five minutes. OpenAI separately reported that an autonomous pipeline built working local privilege-escalation exploits for Linux kernel vulnerabilities in a controlled research effort, illustrating the scale at which advanced exploit discovery can be automated. These are different activities and operating conditions, but together they show the risk of machine-speed reconnaissance, adaptation, and exploitation.
The immediate defensive priority is reducing reusable access rather than assuming perimeter detection will keep pace. Publicly exposed credentials remain dangerous after a repository edit unless they are revoked or rotated. Organizations should inventory secrets, minimize application privileges, replace long-lived secret-based authentication where feasible, and make containment actions testable. The evidence supports heightened urgency, not a conclusion that every AI-assisted attack is fully autonomous or that all reported research capabilities are broadly available to attackers.
Identity systems and operational technology remain exploitable weak points
A newly disclosed OpenSSH issue can permit login with long passwords in affected musl-based Linux configurations where PAM is disabled and the other stated account conditions are met; OpenSSH fixes were included in version 10.6p2. Microsoft also reports a phishing campaign using fake OpenAI, SpaceX, and Anthropic event invitations to capture Microsoft and Google credentials or sessions. In operational technology, US agencies warned that attackers are targeting internet-accessible or unpatched refrigeration controllers, after incidents affecting food storage and blood-storage environments in Europe.
AI branding is becoming a useful social-engineering lure, while old-fashioned configuration and patching conditions still decide whether an attacker can convert access into operational impact. Security leaders should prioritize external attack-surface review, password-authentication policy, phishing-resistant authentication, and segregation of operational technology from business networks. For affected OpenSSH deployments, the practical decision is especially time-sensitive because the reported attack requires little interaction once the vulnerable configuration is present.
Control of the AI operating layer is emerging as the real sovereignty and cost issue
The supplied commentary on sovereignty argues that data location alone does not establish operational control: model access, code ownership, portability, jurisdiction, and tested exit paths matter. IBM similarly argues that enterprises should own the operating layer between their data and models, using workload-appropriate models and infrastructure rather than treating a provider’s meter as the control plane. Research on transaction-grain cost accounting identifies a related visibility problem: provider billing does not naturally map to an enterprise’s business transactions, which can obscure the cost of individual agentic outcomes.
This is an architectural rather than branding question. Enterprises do not need to own every layer, but they should explicitly decide which dependencies they can inspect, adapt, replace, and afford. A defensible operating model includes portable data and process logic, model-routing options, invocation-level telemetry, cost attribution, and tested migration paths. These measures also improve negotiating leverage when infrastructure availability, jurisdictional conditions, or model pricing change.
Physical AI is becoming a platform and integration business
Serve Robotics has launched a services line offering robot connectivity, data-curation tools, and a real-world data catalog to other robotics companies, rather than limiting itself to delivery operations. Agility Robotics has begun Nasdaq trading following its SPAC merger and says its Digit robots have logged operating time in customer facilities, while its next-generation product remains subject to delivery timelines and contractual milestones. New robotics research in the edition also emphasizes the practical dependencies of remote robotics: a learned video-coding approach reports improved simulated policy performance under constrained uplink bandwidth, while another system focuses on quantifying uncertainty in a robot’s visual memory rather than assuming its stored labels are correct.
The value chain is broadening beyond selling a robot. Connectivity, data rights, simulation, human oversight, field support, and component supply can become the durable control points. For buyers, proof of task performance should be separated from proof of reliable operations under their own bandwidth, environment, integration, safety, and support conditions. For ecosystem health, interoperable interfaces and portable data will matter as much as the robot model itself.
Watch next
- Whether incoming US state administrations turn campaign positions into enforceable permitting, grid-cost, water-use, emissions, or community-benefit requirements—and how quickly existing project pipelines are affected.
- Whether infrastructure operators’ transparency pledges provide site-level, independently verifiable information on electricity, water, public incentives, and local hiring rather than general corporate commitments.
- Whether organizations respond to agentic intrusion activity by shortening secret-rotation windows, adopting managed identities, and instrumenting abnormal application-identity behavior across cloud environments.
- Whether emerging AI provenance mechanisms can meet real-world robustness and interoperability needs. The supplied analysis of OpenAI’s text watermarking says effectiveness declines for short passages and after editing, while applicable EU criteria still lack clearly measurable thresholds in the material provided.
