The State of AI - 2026-11-05
AI’s expansion is running into three hard constraints at once: community consent for compute infrastructure, operational control of increasingly autonomous systems, and proof that robots and agents can recover safely when they fail.

Executive summary
The AI story is shifting from capability announcements to operational legitimacy. Compute builders face a more restrictive permitting environment and stronger demands that they carry their own power, water, and community costs. At the same time, agentic systems are expanding the consequences of ordinary identity, software, and workflow failures. The practical response is not simply more automation: it is bounded authority, observable actions, tested recovery, and deployment evidence that separates credible progress from demonstrations and forecasts.
Data-center expansion faces a social-license test, not merely a capacity race
US midterm results made data-center development a direct political issue. Voters backed restrictions in nearly every local ballot measure covered by CNBC, while governor-elect campaigns in major growth states included moratoriums or conditions tied to utility costs, labor, and environmental standards. OpenAI responded with commitments to pay the full power cost for facilities it owns and operates, seek community input, publish construction plans, and avoid nondisclosure agreements with public officials. These are company commitments rather than evidence that all developers will follow the same model or that projects will be approved.
The exposure is no longer limited to construction delays. Developers can face higher costs, uncertain interconnection schedules, changed tax treatment, and loss of local trust. Stronger operators may benefit from already-secured capacity, but executives should treat power sourcing, ratepayer protection, water use, public disclosure, and local recourse as core delivery requirements. Prevention means transparent siting and cost allocation before commitments are made; recovery means retaining viable alternatives when a site becomes politically or operationally blocked.
Autonomous agents turn authorized access into a material attack surface
Recent incidents illustrate that valid sessions, tokens, and trusted third parties can be as consequential as stolen passwords. Chainalysis said names, usernames, password hashes, and live tokens for all users were exposed, with some KYT accounts appearing to have been accessed; it took products and login services offline during its response. A Google Calendar phishing campaign used legitimate redirects and a reverse proxy to capture live sessions despite multifactor prompts. Vercel is rolling out device-bound session credentials intended to make a stolen session cookie unusable from a different device.
The central control question for agents is not whether an action was authenticated, but what the identity was allowed to do and whether that authority can be constrained, observed, and revoked. Prioritize least-privilege tool access, distinct approval gates for consequential changes, session and token revocation procedures, and logs that support rapid reconstruction of agent actions. Prevention will fail in some cases; recovery plans must cover account containment, API-key rotation, service isolation, and safe restoration of affected workflows.
Robotics is advancing through bounded work, but reliability and economics remain decisive
Agility’s planned public listing brings new capital to a humanoid company that has deployed Digit in industrial settings, including tote-moving work at a GXO facility. Yet the reported gap between revenue and losses, the need to meet customer targets on throughput, uptime, and placement accuracy, and the requirement for paid site proofs of concept show that deployment is still an operational validation problem. In parallel, MIT researchers describe a robot-memory method that identifies uncertain object descriptions, gathers additional views, and corrects entries rather than allowing a mistaken perception to persist.
The threat in physical AI is not only collision or malfunction; it is error propagation from perception and memory into action. The most credible near-term systems narrow tasks, monitor performance, and provide a path to detect, contain, and correct failure. Buyers should demand workload-specific evidence on uptime, accuracy, human handoff, exception handling, maintenance, and recovery—not general claims of embodied intelligence or benchmark leadership.
Compute investment is colliding with financing and demand uncertainty
Large technology companies continue to signal exceptional infrastructure spending, while market reporting points to concern over returns, debt, and the cost of building new capacity. This uncertainty reaches the grid: a Brattle analysis for Pew modeled virtual power plants as a more flexible alternative to some conventional infrastructure spending when projected data-center load does not arrive as expected. The analysis is scenario-based, not a forecast that such demand will fail to materialize.
Executives should separate committed demand from forecasts, and distinguish flexible assets from long-lived, irreversible commitments. Stress-test projects against higher borrowing costs, delayed permits, and slower utilization. On the control side, demand-response arrangements, modular capacity, and resilient power designs can reduce exposure; on the recovery side, they offer options if compute demand, grid conditions, or financing assumptions shift after capital has been committed.

- Whether new state and local restrictions become enforceable permitting rules, cost-allocation requirements, or primarily negotiating leverage—and how existing projects are treated.
- Whether firms deploying agents adopt verifiable authority boundaries, device-bound sessions, and rehearsed token, key, and workflow recovery rather than relying on authentication alone.
- Whether humanoid and warehouse-robot suppliers can publish repeatable field performance and recovery evidence that closes the gap between controlled demonstrations, proofs of concept, and scaled operations.
