The State of AI - 2026-10-28
The AI race is becoming less about headline model capability and more about whether organizations can secure power, finance capacity, constrain privileged agents, and verify decisions when inputs are incomplete.

Executive summary
AI investment remains forceful, but its operational bottlenecks are becoming clearer. Compute expansion is increasingly shaped by power availability, chip supply, financing structure, cooling, and data movement—not simply demand for models. At the application layer, regulators and enterprise operators are focusing on what systems can access, how they behave around minors or high-stakes decisions, and whether a human can meaningfully intervene. In robotics, commercial deployments are moving into variable logistics environments, but performance still rests on observation quality, feedback loops, and carefully bounded operating conditions.
Compute demand is real; power and financing are the binding constraints
Oracle’s agreement to offer Google TPUs through OCI is a notable move toward multi-architecture AI infrastructure: customers will be able to select compute according to workload performance, throughput, and economics rather than a single accelerator stack. Oracle describes the deployment as a multi-year, multi-gigawatt partnership, while SK Hynix reported record results tied to memory demand and said it expects demand to exceed supply for the time being. At the same time, cloud capacity providers are seeking ways around long grid-connection timelines, including leased sites, smaller power sources, and behind-the-meter generation. The common constraint is no longer access to an AI model; it is the ability to energize, cool, connect, and finance the equipment needed to run it.
Executives should separate demand signals from deployable capacity. A compute strategy that ignores interconnection schedules, memory supply, network topology, cooling, and borrowing costs can look viable in a model yet fail at the physical buildout stage. The emerging advantage is likely to go to operators that can match each workload to an available chip architecture and a credible power plan, rather than those that merely announce the largest capacity ambitions.
The practical governance question is what an agent can see, access, and do
New York has enacted restrictions on certain chatbot features for minors and for users whose age has not been verified, including limits on simulated human relationships, engagement-oriented responses, and harmful content. In the UK, scrutiny of Home Office tools built on GPT-4 and Microsoft Foundry highlights a different version of the same problem: AI-generated asylum summaries can shape a high-stakes human workflow even where officials say caseworkers retain decision authority. Separately, Apple is enabling third-party agents to connect to productivity apps through the Model Context Protocol, expanding the range of documents, data, and actions that agents may handle. These developments put access boundaries—not model fluency—at the center of governance.
Human review is not a sufficient control if reviewers receive too much output, cannot inspect source material, or lack a real stop mechanism. Organizations should specify which records an agent may read, which actions it may initiate, what evidence must accompany its recommendation, and when it must abstain or escalate. This is especially important where the system summarizes incomplete evidence, makes recommendations about people, or operates with privileged enterprise permissions.
Security teams face exploited flaws and a widening identity problem
CISA added the Brotli vulnerability CVE-2026-111497 to its Known Exploited Vulnerabilities Catalog after evidence of active exploitation. The flaw can affect software that uses vulnerable Brotli implementations, and CISA urged organizations to prioritize remediation; reporting also notes compensating measures such as blocking Brotli-compressed requests or disabling decoding where patching cannot occur immediately. Separately, Tailscale disclosed serious SSH-related issues under investigation that can enable privilege escalation in some configurations, while the cyberattack at UNM Health temporarily disrupted admissions, ambulance routing, surgeries, appointments, and classes. These incidents illustrate the operational consequence when software defects or compromised identities reach systems that support essential services.
AI deployment expands the number of machine identities, service accounts, APIs, agent credentials, and automated actions that defenders must govern. The near-term priority is basic but urgent: inventory exposed software and privileged paths, patch known-exploited flaws, remove unnecessary forwarding and access rights, and ensure critical operations can continue when core systems are unavailable. Automation should improve detection and containment, not create opaque privileged actors that are harder to audit than human users.
Physical AI is moving into production, but observation and feedback remain decisive
Teradyne Robotics and Sereact say their joint systems autonomously process returned fashion goods at Zalando sites, using a vision-language-action model on Universal Robots hardware. ABB has introduced a vision-based fashion-logistics offering designed around continuous retraining from live cell performance, while edge-hardware vendors are packaging synchronized multi-camera sensing, local inference, and sensor fusion for mobile robots. The direction is clear: commercial automation is targeting unstructured work where item identity, orientation, packaging, and conditions vary. Yet controlled evidence continues to show why deployment claims need boundaries. A Leiden University study found an autonomous UV-C robot outperformed static operation in a furnished laboratory, but did not simulate a patient bed or bathroom. Research reports on robot manipulation likewise show promising transfer results while measuring performance under defined hardware and randomized settings.
The useful test for physical AI is not whether a model can describe a task, but whether the robot can perceive the relevant state, recover after an uncertain observation, and remain safe when its view is blocked or conditions change. Buyers should require site-specific acceptance criteria, logged exceptions, sensor-failure behavior, and a clear method for human takeover. A vision system or foundation model can reduce integration work, but it does not eliminate the need to validate real-world edge cases.
