The State of AI - 2026-10-14

AI is moving from answers to actions: spending, administering public services, operating machines and changing infrastructure. The decisive question is whether controls, evidence and recovery mechanisms are keeping pace.

Executive summary

The edition’s central pattern is a widening gap between AI capability and operational assurance. Agents are gaining access to payment flows, enterprise systems and civic workflows, while research and security reporting point to persistent failures in provenance, evaluation and containment. At the same time, physical AI is shifting from model demonstrations toward deployment infrastructure: simulation, fleet management, sensing, power and industrial integration. Executives should treat AI as a system-of-systems problem, not a model-selection exercise: constrain permissions, require verifiable traces, test adverse conditions, and design recovery before granting autonomy.

Agent autonomy is reaching money and public services, making authorization architecture a board-level control

AWS describes an agent-payment integration that can authorize machine-to-machine purchases for protected web resources within configured session budgets, while retaining wallet credentials and signing operations in managed infrastructure rather than in the agent runtime. American Express has separately introduced an intent framework intended to bind an agent’s transaction to authenticated customer constraints such as merchant, budget and product preferences. These are meaningful control patterns, but they also make autonomous action easier to operationalize. Abu Dhabi’s AutoGov initiative illustrates the same shift in the public sector: residents can authorize a government application to complete routine tasks, while questions remain about permissions for subsequent AI use of health data.

The exposure moves beyond a wrong answer to an unauthorized commitment: a payment, renewal, disclosure or other real-world action. Stronger designs separate the agent from credentials, enforce narrowly scoped budgets and permissions, preserve auditable intent, and return a clear denial state when authorization or payment validation fails. Leaders should require human approval for material changes, define delegation boundaries by risk tier, and retain an immediate way to suspend an agent session or revoke its authority.

The security baseline is deteriorating faster than patch and recovery programs

Microsoft’s October security release addressed a record volume of vulnerabilities and included an actively exploited Windows security-feature bypass. CISA added that Windows vulnerability and an Ivanti Connect Secure flaw to its known-exploited catalog. CISA says the Ivanti flaw permits remote, unauthenticated command execution and has been used for credential theft and data exfiltration; it advises affected organizations to update, conduct network and memory forensics, and, where compromise is suspected, reset or rebuild appliances and rotate credentials. The distinction is important: applying a patch alone may not remove an in-memory attacker presence. Separately, CISA disclosed an authorization flaw in industrial-control software that could let a low-level authenticated user gain elevated privileges and execute code in the gateway process.

AI adoption expands the consequence of identity and remote-access compromise because agents, tools and connectors can concentrate access to data and actions. The immediate executive priority is exposure reduction: inventory internet-facing remote-access appliances, patch known-exploited flaws, hunt before declaring recovery, rotate secrets after suspected compromise, and segment operational technology from business networks. Recovery runbooks must be tested for a rebuilt appliance and revoked credentials—not merely for a successful software update.

Model guardrails remain fragile, especially once weights or prompts leave the intended environment

A Tech Against Terrorism benchmark reported by WIRED tested 134 models with more than 200 extremist and terrorism-related prompts. It found that reframing a request as safety research materially increased response rates, and reported that modified versions of newly released open-weight models are appearing online more quickly than in an earlier comparison period. The report’s example of an altered open-weight model shows the core security problem: safety behavior can be removed after distribution. This is not limited to model weights. Research on agentic data science reports that predictive performance can conceal methodological errors, including data leakage and inappropriate validation. It is preprint evidence, not an independent operational audit, but it reinforces the need to assess process integrity rather than outcomes alone.

Safety claims cannot be accepted as a property of a base model alone. Deployers need controls at the environment and workflow layers: least-privilege tool access, isolated execution, immutable logs, provenance for retrieved facts and outputs, independent evaluation, and escalation paths when evidence is missing. For high-consequence workflows, measure whether the system followed approved methods, not simply whether it produced an appealing result.

Physical AI is becoming a deployment and assurance problem, not just a robotics-model problem

Several developments point to a maturing physical-AI stack. Neura Robotics says its new model combines vision, touch, audio, robot state, language and memory, with a planned public demonstration of a laundry workflow. Industrial Next says it uses simulation and demonstration to configure dexterous factory stations for new tasks, and has entered an evaluation partnership with BMW Group Technology Office. Laplace Intelligence is commercializing simulation-based red-teaming for robots and autonomous vehicles, using generated adverse scenarios to find failure modes before deployment. In robotics research, a cooperative-driving framework reports better simulated outcomes by selectively exchanging calibrated natural-language observations rather than broadcasting all data, but its authors explicitly note that sensing noise, network delay and packet loss remain untested in the real world.

The exposure is cyber-physical: wrong perception, degraded communications or an unsafe recovery policy can become a physical incident. A credible deployment program should keep real-world performance claims separate from simulation results; validate sensors, controls and network behavior under operating conditions; constrain motion and tool permissions; and test fail-safe behavior, operator takeover and post-incident recovery. Simulation is valuable for finding scenarios, but it is not evidence that a system is ready for uncontrolled environments.

The AI buildout is exposing infrastructure concentration—from power to regional connectivity

China’s September trade figures show strong demand for AI-related hardware, including sharp growth in semiconductor and automatic-data-processing-machine exports. Data-center expansion is also increasingly constrained by power availability, community acceptance and grid governance. Utah reporting shows competing proposals for large data-center projects, including gas generation and prospective nuclear generation, amid local concerns about water, heat and disclosure. Elsewhere, FERC approved PJM’s request to create a data-center database but rejected a separate request to curtail data-center power during grid stress, according to Data Center Dynamics. Geopolitical exposure also remains material: reporting on Gulf infrastructure describes the region’s reliance on narrow cable routes and the vulnerability of fixed data-center facilities to disruption.

Compute strategy is now a resilience strategy. Capacity plans should map not only GPUs and capital expenditure, but grid connection, cooling, network paths, water exposure, local permitting and geopolitical dependencies. Multi-region design is insufficient if regions share cable corridors, energy dependencies or operational suppliers. Boards should ask for a recovery plan that assumes a facility, connectivity route or generation source becomes unavailable—not just that model demand grows.

Regulation is converging on binding duties, but voluntary access still defines much of the oversight model

At a UK parliamentary hearing, representatives of Anthropic and OpenAI supported some statutory requirements, including incident reporting, while other major labs emphasized standards or existing regulators. British officials acknowledged that the national AI Safety Institute depends on voluntary company and government cooperation for model access and cannot stop a company from releasing a model. The policy debate is therefore shifting from whether assurance is useful to which obligations can be verified and enforced across jurisdictions. Commentary about strict liability illustrates both the attraction and the limitation of post-harm remedies: liability may change incentives, but it activates after damage and poses difficult questions for modifiable open-weight systems.

Executives should not wait for a settled global regime. Build evidence that can serve customers, auditors and regulators now: documented capability assessments, incident reporting and response, model and tool inventories, access records, red-team results, change control and clear accountable owners. Liability may be one part of a future framework, but prevention and recoverability require operational standards before an incident occurs.
