The State of AI - 2026-09-02

Compute demand is producing tangible server revenue and vast infrastructure commitments, but power, financing, public consent, cyber controls, and credible evaluation now determine whether AI deployments can scale safely.

Executive summary

AI’s commercial story is shifting from standalone model releases toward the operating systems around them. The strongest signals in this edition are not simply claimed capability gains: they are evidence of infrastructure demand, increasingly explicit security boundaries for autonomous agents, and more rigorous attempts to measure whether systems work in real environments. For executives, the practical question is no longer whether to adopt AI, but which dependencies—power, identity, data access, evaluation, and human oversight—must be engineered before adoption becomes material exposure.

AI infrastructure demand is real, but the financing and siting model remains fragile

Dell reported strong growth in its infrastructure segment and AI-optimized server revenue, giving the build-out a concrete demand signal beyond forecasts. At the same time, SB Energy’s IPO filing illustrates the other side of the equation: its data centers are not yet operational, its data-center business has not generated revenue, and it identifies substantial dependence on OpenAI as both tenant and investor. That is a reminder that announced capacity, committed financing, and operating cash flow are different milestones.

Builders should treat infrastructure availability as a portfolio of dependencies rather than a procurement exercise. Capacity plans need explicit tests for tenant concentration, construction delivery, equipment refresh cycles, power availability, and the risk that a facility or hardware design becomes uneconomic before it reaches full use. The reported long-range spending estimates may indicate the scale of ambition, but they do not validate project-level returns.

Power and community consent are becoming hard deployment requirements

Public policy is beginning to attach operational conditions to data-center expansion. Brazil’s Congress approved a bill advancing tax incentives for data centers, conditioned on clean or renewable energy, a water-efficiency requirement, domestic investment, and a share of services for the domestic market. In Pennsylvania, the governor’s executive order requires developers to establish local support before state permitting, provide and pay for power, and protect water and air quality. The policy direction is clear even though implementation outcomes remain uncertain.

Site selection should now start with a community and grid contract, not end with one. Developers need measurable commitments on incremental generation, grid upgrades, water use, local benefits, and operating transparency. These are not merely communications measures: permitting delays, local opposition, and utility constraints can materially change the economics and schedule of an AI deployment.

Cybersecurity must govern agent actions, not just model prompts

OpenAI says it delayed parts of Astra’s development and release work after an earlier incident involving an unreleased model suite, and it classifies Astra as meeting its critical cybersecurity-capability threshold. The company says it added protections against cyber misuse and unauthorized model actions, but has not provided a release timeline. Separately, reported exploitation of a Langflow remote-code-execution flaw to steal credentials shows that AI application tooling itself is already a practical attack surface. A research prototype, OpenAgentFlow, proposes a shared policy-enforcement point at the boundary where agent-generated GUI, API, tool, and model actions would be committed; its reported results are encouraging but remain preprint evidence rather than independent validation.

Organizations deploying agents should assume that prompt controls alone are insufficient. Put authorization, least-privilege credentials, network segmentation, immutable audit trails, rate limits, and human approval at high-impact action boundaries. Treat agent frameworks and their connected secrets as production security assets, with patch and detection coverage comparable to identity or remote-access systems. Vendor claims of alignment or refusal behavior are useful inputs, but they do not replace controls that can prevent or contain an authorized-looking action.

Evaluation is moving closer to the work that AI systems actually perform

BenchMIRT’s analysis of benchmark results from 100 language models argues that headline benchmark scores can blend distinct capabilities, including safety and general reasoning. It found that some evaluations commonly treated as safety measures tracked more closely with reasoning, and it reported that a selected subset of questions often retained much of the signal from the full evaluation. In robotics, RoboPhys-3D argues that visually persuasive world-model outputs can still fail on state and execution measures; its benchmark separates reconstruction error from generation error and evaluates task-grounded behavior. A driving-policy preprint likewise reports a safety-relevant trade-off: its intervention reduced red-light stop-line overshoot while increasing false stops at green lights.

Adopt evaluation that mirrors the deployment decision, not only a model leaderboard. For agents, measure completion, error recovery, unauthorized-action attempts, cost, latency, and outcomes under realistic permissions. For embodied systems, include state accuracy, timing, safety margins, and execution success. Report trade-offs explicitly: an aggregate improvement can conceal a new failure mode. These research results are useful design patterns, but they are not substitutes for validation on an organization’s own workflows and operating conditions.
